91porn Joins SHLB, EdLiNC in Initial Meetings to Pushback on FCC Proposal to End E-Rate

91porn was one of a handful of groups that met with the offices of all three FCC commissioners over the last week to provide initial feedback on the FCC proposal that would, among other things, consider ending the program and limiting access to rural schools. (Read our previous blog for more detail).
Whenever a group meets with the FCC to provide specific feedback on a pending proposal, we have to file something called an ‘ex parte’. Our ex parte, linked here, is a great summary of what we focused on and illustrates what we are advocating for and how we are aiming to work with the FCC on changes that will strengthen—and not undermine—the E-Rate program. Our key points are as follows:
- The Commission should remove the paragraphs that seek comment on terminating the E-Rate program (including but not limited to paragraphs 12 and 18) and limiting its scope to certain areas or recipients.
- The Commission should recategorize the NPRM as a Notice of Inquiry (NOI) and extend the periods for comment and reply comment to 120 days and 90 days, respectively.
- The Commission should ask additional questions in the final NPRM, and ask additional questions and offer clarifications in the final FNPRM.
The E-Rate program is, at its core, a connectivity program that supports school district and library services, and should we viewed and evaluated as such. There is absolutely a conversation to be had about screen time, but by education experts and at the state and local level. We are optimistic the FCC will respond to these recommendations by removing any consideration to end the program, by putting broader questions into an NOI and by revising its next steps to narrow the scope of its inquiry to communications-related topics within the purview of the FCC.
